Understanding the Social Services System in South Africa

We currently have a Masters in Social Work candidate interning with us. We’ve tasked her with gaining a comprehensive understanding of the social services “system” here – and to make recommendations to us in terms of the way forward. The child welfare unit in the area is completely overwhelmed with cases (about 250 per worker) of children suffering from domestic violence, sexual abuse, or not having caregivers due to losing parent to HIV/AIDS.

Can you imagine overseeing 250 children at one time? It is virtually impossible for a social worker with this kind of workload to have adequate contact with her caseload clients. How many clients would they have to meet with in one day to see each child once a month…. approx 12 children per work day. Our hearts are often filled with compassion for these social workers who face such a daunting task. As such, we are seeking to know if and how we can work with the South African child welfare system to move the process along in Bhekulwandle. Would a social worker on staff at Seed of Hope be of value to the community we work in?

Above is a photo of children we specifically work with in our children’s support group who we have identified as vulnerable and face some significant challenges at home. The wonderful lady in front is Buli, one of their group leaders and a SOH Community Worker.  The reality is that we do come across young children in abusive situations.  We received a request for help from Bobbi Bear another NGO not too far away that deals with children who have been sexually abused. The home of one of their clients was destroyed by fire and two orphan children, aged 2 and 4, died in the blaze. Their bodies left charred on the ground until a local funeral owner donated coffins.

Seed of Hope Community Development is responding with emergency food and clothing, but our hearts go out to this Gogo, the community and all those affected. In situations like this if we can get Child Welfare involved at all, the process often takes weeks or months to even start. Meanwhile, the damage done to these most vulnerable members of the community becomes more and more profound. Through partnering with other NGO’s and investigating new strategies, we hope to find a way to be a more effective agent in protecting these ones, while we work with the community to stem the causes in the first place.
